The Utility Billing Specialist/Bookkeeper

The Lockwood Water & Sewer District is seeking an individual to fill the position of Utility Billing Specialist/Bookkeeper. The Utility Billing Specialist/Bookkeeper will work under the direction of the District Manager, and will perform a variety of technical accounting and administrative support work such as accounts payable, accounts receivable and bank reconciliations

The Utility Billing Specialist/Bookkeeper assists in budget preparation and comprehensive annual financial reports, and coordinates with the District Auditor during the audit of the District’s financial records. Performs administrative duties, clerical accounting, bill processing, customer service duties, and daily maintenance of customer utility accounts. Performs duties of a cashier, involving receipting of monies collected, checks out cash drawer daily, prepares bank deposits, processes checks for signature, check reconciliation and reports.

 Minimum Requirements:                                                                                              

  1. Must be at least 18 years of age
  2. high school diploma or equivalent (ex.GED)
  3. Pre-employment background check
  4. An associate degree in accounting, finance, administrative or related field highly desired
  5. Minimum of two years of experience performing administrative, receptionist, or clerical duties in a setting requiring the implementation of a variety of duties or assignments
  6. Minimum of two years of experience working as a Utility Billing Clerk, Accountant, or similar type position with finance, accounts billable or accounting experience highly desired

Preferred Knowledge, Skills and Abilities:

  1. Experience working in a public utility or local government setting
  2. Experience with utility billing software, specifically Black Mountain Software
  3. Knowledge of governmental fund accounting according to BARS of accounts and GASB
  4. Knowledge of principles, practices, and methods of public and governmental accounting including GAAP, GASB, and financing, including program budgeting and auditing
  5. Exercise strong communication skills both written and verbal
  6. Ability to keep customer and District information confidential

Seasonal/Entry Level Utility System Operator/Laborer

This is a seasonal non-benefited part time position. Individual will be responsible for general maintenance. Perform unskilled and semi-skilled work in the care and maintenance of the District’s water and wastewater systems. Duties will include, but are not limited to, digging, sweeping, mowing, trimming, painting, trash removal, graffiti removal, and assistance with the daily operation and maintenance of District facilities. Applicant must have the ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, lift 50 lbs, and be able to withstand exposure to cold, heat, noise, outdoors, dust, vibration, chemicals, and mechanical hazards.

Minimum Requirements:

  1. Must be at least 18 years of age
  2. high school diploma or equivalent (ex.GED)
  3. Must possess and maintain a valid Driver’s License for the state of Montana
  4. Submit to a Pre-Employment drug screening

Salary Range for Seasonal position $10.00 – $13.00 per hour. Initial salary will be DOE
