Water Treatment Plant
Pre-sedimentation Facility
Our
water treatment plant was constructed in 1986, without a major upgrade for
almost 20 years. The plant has always met or exceeded federal and state
regulations for our water supply, but in order to ensure that new Safe
Drinking Water Act requirements continue to be met, pre-sedimentation was added to
the plant process.
Generally, surface water treatment plants are constructed with 5
components: surface water
intake, pre-sedimentation, clarification, filtration and disinfection.
But, regulations and water demands in 1986 did not require a
pre-sedimentation unit for the first phase of Lockwood's water treatment
plant. In 2005, construction began on the Pre-sedimentation Facility
project and it was put on line in March 2006.
The new treatment
plant addition
allows for increased treatment time of the
river water to further enhance the treatment and settling of suspended
solids and organic materials at the Lockwood Water Treatment
Plant.

How
does pre-sedimentation work?
Pre-sedimentation adds
contact time for treatment products to react with the river water. More
contact time enhances the treatment products ability to work and further
treat the water prior to clarification, filtration and disinfection. The
existing plant has only 57 minutes of pre-treatment time and 135,000 gallons
of pre-treated water. The capacity of the new facility will allow for an
added 4 hours of pre-treatment time and approximately 450,000 gallons
to the current treatment time. The filters will further clean the water
prior to disinfection and pumping to the community.
Bottom line: the
project will aid capabilities of the existing treatment plant and further
ensure a safe and healthy water supply with a cost effective treatment
process.
Why is
this important to me?
All Lockwood residents
can be assured of safe drinking water. We will be providing higher quality
water, reducing waste of finished water, and reducing costs related to
chemicals and filter down time.
 
What
was
the total project cost?
The pre-sedimentation
project was completed under budget at a cost of $1,767,031. The
original 2005 cost estimate was $1.82 million. Only
55% of the project costs were funded by a loan; 45% were funded by
reserves paid by new developers’ fees and a portion of the existing water
rates. Overall, 30% of the project costs were funded from new development.
How was
the loan approved?
A revenue bond
election was held December 16, 2004 for approval of a
State Revolving Loan with interest rates of 2.75% on the first half of the
loan and 3.75% on the second half. Voters approved the project with
81.35% voter approval. The loan will be paid back through the
current water rates by Lockwood Water customers. The current water use
charge per thousand gallons is $3.70. Of that
charge, about 27 cents per thousand gallons will be used to pay the loan
costs for the next 10 years.
